Tymothy Belseth

Tymothy Belseth is a recognized leader in Texas child welfare, leveraging his lived experience in foster care to shape programming, research, and direct advocacy aimed at improving outcomes for children and youth in the system.
Mr. Belseth serves as a Program Coordinator at the Texas Institute for Child and Family Wellbeing at The University of Texas at Austin. His current work involves leading the Spark Program at UT, which helps young people with foster care backgrounds navigate the collegiate environment by ensuring their academic, instrumental, and relational needs are met. Prior to this role, he was a Research Coordinator, designing evaluation studies to build knowledge on foster care.
Mr. Belseth serves as a gubernatorial appointee to the Texas Family and Protective Services Council and has been a Training Committee Member of the Supreme Court of Texas Children’s Commission for thirteen years. Additionally, he serves on the boards of directors for foster care organizations including Change1, Education Reach for Texans, and FosterClub.
He consults on a variety of projects, most notably for the Children's Bureau, evaluating the implementation of the National Youth in Transition Database and assisting with the Child and Family Services Review process. He remains actively involved in legislative advocacy, providing expert testimony to support key foster care legislation.
He earned his Bachelor's degree in Political Science from Texas A&M University–Kingsville and his Master's degree from Texas State University.
